I believe they are still locked to the US AT&T network. I remember hearing that there are iPhones sold in Hong Kong and France that are unlocked, but I don't remember where I heard that so I can't confirm it. I know there are people here in the US importing unlocked iPhones for exorbitant amounts of money though.
If the phones are not locked as I believe they are, and you manage to get one, PLEASE let us know. Unlocked is always better than locked, especially for people that like traveling.

I have a normal plan through T-Mobile and I have been fairly happy with them. They do offer a pre-paid plan that charges $1 per day for the days you use the phone. You can get a SIM card from them for about $7.
